It IS possible to gather every bit of Alterra/human tech, without ever going to the wrecks in the Dunes, the Mountains, or the further reaches of the Grand Reef or the Crash Zone at all.
The player has just been TOO good at gathering everything at earlier opportunities. This is why some of the outer wrecks can sometimes seem like rather sparse scavenging locales.
Some interior and close proximity fragments may not spawn in those circumstances, either.
